Our P.I.R.S. team

Mission Statement

Our mission is to provide Prevention, Intervention, and Recovery Services (P.I.R.S.) to underserved and marginalized youth, adults and families in Jefferson County, Oregon.  We do this through offering culturally-relevant and culturally-affirming youth peer support services, adult peer support and reentry services, recovery and wellness meetings and gatherings, job training, podcast training, and other community building programs and activities.

Greg Mead serves as the Board President, where he guides the organization’s vision with a focus on community resilience, healing, and collective well-being. Greg Mead serves as the Board President, where he guides the organization’s vision with a focus on community resilience, healing, and collective well-being. Drawing from both professional and lived experience, Greg is dedicated to supporting those recovering from substance use disorder (SUD) and historical, intergenerational trauma through meaningful connection and collaborative leadership.


Before moving to Central Oregon in 2018, Greg co- led a small business that grew into a highly successful enterprise, giving him deep insight into sustainable growth, organizational management, and values-based leadership. He now brings that same entrepreneurial spirit to PIRS nonprofit work, helping PIRS strengthen its impact and long-term sustainability.


Greg also hosts and produces the SriPonya “One Breath” Podcast, creating space for dialogue, storytelling, and shared learning across communities. 


In addition to his work with PIRS, he remains active in local community-building initiatives, fostering networks of care and resilience that empower individuals on their healing journeys.


As Board President, Greg emphasizes collaboration, transparency, and innovation, ensuring that PIRS’s mission remains grounded in service, inclusivity, and collective transformation.

Bonita Leonard is a proud Indigenous woman, an enrolled member of the Confederated Tribes of Warm Springs, and a devoted mother of two. Her lived experience in recovery and her deep commitment to healing guide her work as both a community leader and a supporter of others on their journeys.

With over two years of experience as a fitness coach, Bonita has seen how movement can serve as a powerful tool for emotional regulation, discipline, and personal growth—not only physically, but mentally and spiritually. She brings this holistic approach into her advocacy for recovery, believing that true healing connects body, mind, spirit, and community.


Bonita works for the Confederated Tribes of Warm Springs and also leads Wellbriety Meetings in her community, creating culturally grounded spaces for connection and transformation. She is dedicated to uplifting others, reminding them of their inherent strength and resilience, and standing beside them until they can believe in themselves.


At the heart of Bonita’s leadership is her devotion to motherhood. She draws strength and inspiration from her children, keeping family at the center of her life and affirming that recovery is not only about personal healing but also about nurturing future generations.

Anthony L. Mitchell brings more than three decades of leadership experience in nonprofit and social service organizations to his role as a Board Member of PIRS. A seasoned executive, Anthony has served as Executive Director, Chief Operating Officer, and Human Resources leader in both nonprofit and corporate settings, consistently guiding 

Anthony L. Mitchell brings more than three decades of leadership experience in nonprofit and social service organizations to his role as a Board Member of PIRS. A seasoned executive, Anthony has served as Executive Director, Chief Operating Officer, and Human Resources leader in both nonprofit and corporate settings, consistently guiding organizations through growth, transformation, and community impact.


Most recently, Anthony served as Executive Director of the Jefferson County Faith Based Network (JCFBN) in Madras, Oregon, where he led significant organizational development, secured millions in grant funding, and oversaw the creation of a year-round shelter services center serving unhoused individuals. His work reflects a deep commitment to uplifting vulnerable populations and advancing community-based solutions.


Anthony’s career includes nearly a decade as Chief Operating Officer and Human Resources Director with the Community Action Commission of Santa Barbara County, and over a decade at Amgen, Inc., where he supported global research and operations teams. He is also a Certified Professional Co-Active Coach and an ordained minister with over 20 years of lay ministry experience, blending professional expertise with personal commitment to service, care, and growth.


A graduate of the University of California, Santa Barbara (B.A. with honors), the University of La Verne (M.S. in Organizational Management), and certified through the Coaches Training Institute, Anthony has also served on numerous boards, including the Homeless Leadership Coalition and the Institute for Collective Trauma and Growth.


Anthony’s leadership is grounded in compassion, collaboration, and a dedication to creating pathways of healing, equity, and opportunity for individuals and communities.

Consuelo “Connie” Torgrimson brings more than two decades of experience serving Oregon families through her work with the Oregon Department of Human Services (DHS), where she has worked for 22 years and currently serves as a Family Coach. Her career reflects a lifelong commitment to supporting families, strengthening communities, and guiding individuals toward stability and hope.


A proud Madras native, Connie attended Madras Junior High and High School and has remained deeply connected to her hometown ever since. She is the mother of five sons and three daughters and the joyful grandmother of 24 grandchildren. Connie and her husband have been married for four years and share a strong commitment to faith, family, and community.


Connie’s leadership is also shaped by her 21 years of sobriety, her three years of ministry training, and her rich Mexican and Apache heritage. She brings lived experience, cultural insight, and spiritual grounding to her work, always centering compassion and resilience.


As a Board Member for PIRS, Connie offers wisdom rooted in community, faith, and family. She is passionate about helping people navigate challenges, access support, and find belonging. Her love for Madras and her belief in the power of recovery and connection make her a valued voice in shaping PIRS’s mission and programs.

Jennifer's remarkable capacity to navigate breakdowns, leading the way back to love, guides through pain and confusion, ultimately fostering peace and connection.


As a co-founder of PIRS, Jennifer brings a wealth of skills acquired through her extensive education and professional background. With two decades of experience as a practicing attorney in California and Oregon, she blends legal acumen with a deep understanding of human dynamics. However, her journey extends beyond the boardroom, as she shares a personal story of transcending and recovering from active addiction. This transformative experience serves as the foundation for her role in guiding others seeking sobriety on physical, emotional, and spiritual levels.


She has also been on a journey to heal her own trauma, healing through Internal Family Systems therapy, the 12-steps, and somatics therapy.  She is currently studying to become a Certified Somatic Therapist.  She is a Certified Yoga Teacher, Certified Peer Support Mentor and Community Healthcare Worker.


Jennifer's ability to touch, move, and inspire goes beyond breaking old patterns and ways of being; it is an invitation for others to embark on their journey toward creating a truly remarkable life.

Ruby Pacheco is a lifelong resident of Jefferson County with a strong dedication to her community. Before stepping into her current role as the PIRS Youth Peer Support Coordinator, she worked with Warm Springs Early Childhood Education.

A devoted mother of seven, Ruby cherishes time with her family and embraces the communal way of life in Warm Springs. She has been actively involved in the recovery community in both Warm Springs and Madras, with a heartfelt passion for working with youth. Through her work and personal journey, she continues to inspire and uplift those around her.

After overcoming his own challenges, Antonio is committed to showing that recovery is not only possible—it’s life-changing.

Antonio leads by example, proving that change is real, recovery is powerful, and transformation is within reach.


This is why Antonio is launching a reentry program and services with PIRS entitled, Brothers In Progress.  Antonio was incarcerated at the age of 21 and has had to overcome that stigma in his life, carrying the burden and weight of intergenerational trauma.  That burden is now Antonio's greatest gift to offer the men and women he works with coming out of incarceration to start their lives over. 


We are so grateful Antonio brings such rich lived experience to his work and truly will help others find their way to liberation. 


Antonio lives in Warm Springs, and leads spiritual recovery meetings.

Carly Sullivan is a dedicated registered nurse with over 17 years of experience. She is also a passionate yoga teacher, offering classes for PIRS at Local Motion in Madras every Thursday at 5:30 PM. Having lived in Central Oregon for more than 18 years, Carly has a deep love for the outdoors.


Recently relocating to Madras, she now leads th

Carly Sullivan is a dedicated registered nurse with over 17 years of experience. She is also a passionate yoga teacher, offering classes for PIRS at Local Motion in Madras every Thursday at 5:30 PM. Having lived in Central Oregon for more than 18 years, Carly has a deep love for the outdoors.


Recently relocating to Madras, she now leads the Madras Community Garden, where she organizes educational programs and training for youth and families. An expert gardener, she has extensive knowledge of cultivating a wide variety of plants.


Carly is a devoted mother to her son and has a personal journey of recovery, which she openly shares to inspire and support others. She has a strong connection to working with youth, drawing from her experience with troubled youth in outdoor wilderness programs. Her passion for mentorship and community engagement continues to shape her work and impact.
